What is the Regional Emergency Warming Service?

Comox Valley Regional Emergency Warming Services may consist of a combination of:

  • Warming Centre: One or more warming centre locations may be open across the Comox Valley region. When activated, warming centres are intended as a place of refuge offering a dry, safe place with seating, snacks, washrooms, security, and cleaning services. Leashed or crated pets are welcome, but please verify with the service provider on site.
  • Mobile Wellness Checks: Wellness checks are coordinated with emergency and service provider partners to offer in-person information about available warming centres and services.  
  • Access to Resources: such as handwarmers, snacks, hydration, hot beverages, and blankets. Linkages to other services and service providers in the area. Note: in special circumstances, service partners may seek approval to arrange one-time transportation (bus tickets, taxi, etc.) for persons who are unable to access warming services in their local area.

Regional Emergency Warming services DO NOT:

  • Use local tax requisition (funding is Provincial). 
  • Provide sleeping areas, cots, or mats (see BC Housing Shelters or BC 211)
  • Require registration, though some items may need to be checked-in
  • Tolerate violent or abusive language or behavior
  • Allow visitors or media on site without prior approval from facilities manager and on-site service providers.

What are the weather and temperature thresholds?
Emergency warming centres and services are temporary emergency supports that may be eligible for Provincial funding and support when one or more of the following Environment & Climate Change Canada (ECCC) thresholds have been met:

  • Extreme Weather Alert: including Warnings, Watches, Advisories, and Special Weather Statements coincide with temperatures of 0°C or lower.
  • Forecasted Temperatures: are predicted to reach -4°C or colder.
  • Weather-related Threats: When weather conditions may pose a direct threat to safety (example: prolonged power outages, sustained high winds with the risk of flying debris)

How is the Regional Warming Service Approved and Coordinated:

  • Approval from the Province of BC via the Ministry of Emergency Management and Climate Readiness
  • Coordination by Comox Valley Emergency Operations Centre:
    • Supported by Comox Valley Emergency Management, a regional service partnership with K'ómoks First Nation, the Town of Comox, the City of Courtenay, the Village of Cumberland, and the Comox Valley Regional District.
    • And with local and regional operational partners, including emergency services and service provider partners.
