CSWM New Disposal Fee Schedule Approved

The Comox Strathcona waste management (CSWM) service board of directors has approved a new fee structure, effective July 1, 2014, for the Comox Valley and Campbell River waste management centres.

To address some significant financial needs in the immediate and longer term, the CSWM board recommended an update to bylaw 170 “schedule of fees and charges”.  The table below highlights the changes:

Site access fee (would be applied to vehicles that pass over scales at the Comox Valley & Campbell River waste management centres) -  * some exceptions apply $4/per vehicle
Minimum load charge (currently $4 for loads not weighing more than 60 kilograms) $6 for loads not weighing more than 100 kilograms
Clean fill (soil or turf suitable for landfill cover, currently charged at $5/tonne; loads less than one tonne are currently accepted for free.) $15/tonne;$6  minimum for loads <400 kg(Prices are per metric tonne and will be pro-rated for a portion thereof and subject to this minimum charge.)

*The new site access fee will not apply to residents dropping off recyclables, including glass, scrap metal, or product stewardship items, or for customers picking up SkyRocket.  However, users will be charged the $4/vehicle site access fee when dropping off household hazardous waste, grass and leaves.

“We’re really encouraging residents to maximize their trip to the waste management centres,” said Tom Boatman, CVRD’s senior manager of CSWM services. “Rather than taking 60 kilograms of garbage to the landfill for the current $4 rate, think about making one trip to the centre to dispose more per load – up to 100 kilograms. Residents can still take their recyclables to the depot at the landfill free of charge.” 

The CSWM service is facing increased operational and capital costs over the next several years. Additional funding through pay-for-service and property tax levy is required to support environmental compliance regulations for leachate and landfill gas management, to address landfill closure costs within the region, and for the new engineered landfill at the regional waste management centre in the Comox Valley.

The Comox Strathcona Waste Management (CSWM) service is a function of the Comox Valley Regional District (CVRD) and is responsible for two regional waste management centres that serve the Comox Valley and Campbell River, as well as a range of transfer stations and smaller waste-handling and recycling facilities for the electoral areas of the CVRD and the Strathcona Regional District. The CSWM service manages over 100,000 tonnes of waste and recycled material and oversees a number of diversion and education programs.
