Update for Hornby Island Residents about Waste/Recycling Services and Parks and Trails Management

The Comox Valley Regional District (CVRD) has been notified that the Hornby Island Residents' and Ratepayers' Association (HIRRA) will no longer have the liability insurance required to manage waste and recycling services, or the parks and trail systems.

The cancellation of HIRRA’s liability insurance policy takes place on February 28, 2022. The CVRD Board has directed staff to take the following actions at that time:

  • The Municipal Insurance Association will provide liability insurance on an interim basis to HIRRA as an associate member of the CVRD so that it may continue to operate waste management services for Hornby Island, including the Recycling Depot.
  • Beginning February 28, 2022, the CVRD will assume managing the parks and trails on Hornby Island, which include the mountain biking trails and technical features at Mt. Geoffrey. This will include an assessment of the trails and features by CVRD Parks to ensure users continue to have a positive experience in the park.

What this means for Hornby Island residents:

  • There are no changes to waste management services on the Island at this time. HIRRA will continue to be insured to manage these services in the short term and the CVRD will continue to work collaboratively with HIRRA as it seeks long term insurance coverage.
  • Hornby Island residents and visitors can continue to enjoy the parks and trails on the Island. Management and maintenance will now be provided by the CVRD and Hornby Island will be added to a list of 61 parks managed by the CVRD. Users may notice some small changes to signage but should not experience a change in their day to day activities.
